Although the New Crobuzon government emphasizes that magisters are both "servants of the law" and citizens like everyone else, they have a reputation for issuing disproportionately cruel sentences, often involving Remaking.

- Magister Legus - The magister who sentenced Toro to be Remade with her deceased baby's arms grafted to her head around 1779, and the lover of mayor Eliza Stem-Fulcher as of 1804.
